Joutarou Kuujou arrived in Morioh in 1999 with two objectives: to meet his illegitimate uncle Jousuke Higashikata and investigate a potential threat from a Stand user. Shortly after his arrival, Joutarou achieves his first objective but is surprised to discover that Jousuke is a high school student with his own Stand named Crazy Diamond. However, their initial meeting is cut short when they uncover a more pressing issue: a supernatural bow and arrow is being used to create dangerous Stand users in Morioh.
